When the label reads permanent, that means permanent.  Try spraying the spot with foaming shaving cream. Gel does not work but the cheaper brands of foaming shaving cream work just fine. Be sure to protect the work surface. Spray on, wait 30 minutes and rinse in cool water. If that has not lightened the spot then the stain may be permanent.
